Dugdale PLC Response to the REACH Regulation (EU Regulation 1907/2006)
REACH places a number of requirements on the manufacturers and users of chemicals in the European Community. All chemicals manufactured in, or imported into, the European Community will have a registration obligation unless subject to stated exemptions.
The general brief of the Regulation are:
- The pre-registration of substances during the period 1 June – 1 December 2008, and
- The registration of chemicals in well-defined bands according to tonnage and hazard:
by 30 November 2010 for substances manufactured or imported in quantities greater than 1,000 tonnes per year, per legal entity, and also substances classified with specific defined hazards;
by 31 May 2013 for substances manufactured or imported in quantities between 100 and 1,000 tonnes per year, per legal entity;
by 31 May 2018 for substances manufactured or imported in quantities between 1 and 100 tonnes per year, per legal entity.
Registration is to be made with the European Chemicals Agency in Helsinki.
Dugdale PLC is committed to meeting our legal obligations under REACH and that we continue our dialogue with all our suppliers of raw materials to ensure that all materials are pre-registered and will be registered under REACH.
With reference to manufacturers datasheet (MDS) our suppliers will ensure that their specific use is covered in the manufacturers Chemical Safety Assessment (CSA) and Chemical Safety Report (CSR). This will confirm that an exposure assessment associated with that use has been carried out.
Furthermore, under the Regulation, every supplier and retailer must communicate the presence of ‘Substances of Very High Concern’ in all goods in the supply chain, including packaging, together with relevant information available on safe use. The European Chemicals Agency in Helsinki has issued a notice of the first set of substances. Substances may be removed and others added. The following link can be accessed for further information:

Once the candidate list is fully established, some substances of very high concern will be prioritised. ECHA shall make its first recommendation of priority substances from the candidate list to be included in Annex XIV of the REACH Regulation by 1 June 2009. The Agency shall make further recommendations on substances to be included to Annex XIV at least every second year.
